Garen's Ult now Roots for two seconds if it doesn't kill its target

Garen's Ult feels okay when you manage to kill someone with it.

When someone escapes with a sliver of HP and you can't really do anything about it, that's pretty sad.

And we don't want a sad Garen, right?

So if someone lives, they get Rooted for two seconds, giving Garen or his team some time to secure the kill.

But in a teamfight, that's a garen-teed kill, even if they are full health. I would recommend a threshhold.

For example: If the enemy survives below 10% hp, they are rooted for 2 seconds.

No... As Dateline said, it encourages you use it at the start of the fight

Well if you make it apply a slow (which would seem to make sense giving the fact how fucking huge the sword is and how it slams into your body like a semi truck)... I think it wouldn't be bad. It ramps up with rank too! so 15/25/35 would seem legit. Maybe less but still... his ult is kinda lame.

Or just give it a proper signal like Cho'Gath ult, that way you know when you've got the kill and don't waste you ult.

Garen's ult should just give a 8s buff in a 1200 range area if it kills. It fits perfectly with his theme and it would make him at least not a complete troll pick. Demacia is all about happy friendship, Garen dropping a sword on some one and yelling DEMACIA would get people pretty hyped up one would think. You dunk some one and instead of it being a killsteal to a character that can't even use the money to carry, it snowballs the fight in your favor.

Heals for 33% of the damage dealt over the duration, 10/15/20% movement speed, 10/20/30 Armor/MR, 8 second duration, wouldn't be very broken I don't think seeing as the ult sucks ass right now and using it on anything except some one that's going to escape is almost detrimental to your team. This way you can ult the first target with the knowledge that it's going to make your team much stronger for the fight.

But alas, they've likely already considered something similar and didn't like it.
