Why isn't Flash built in?

I'm just curious. 99% of serious games have all ten players taking Flash because it is simply the best Summoner spell.

Why not make it mandatory? It could just be a move that every champion can do baseline. Then, the other Summoner spells could get a balance pass without Flash to compete with. They could just lock it in its slot, leaving everybody with only one Summoner spell, or have it occupy a new slot, leaving two slots open for people to put spells in, balancing the power of Summoner's accordingly.

because flash isn't always mandatory for every champion. Simple as that. Different playstyles dude.

Flash is the strongest Summoner hands-down. It has an innumerable number of offensive and defensive uses, and it is an intrinsic part of League of Legends. Choosing not to use Flash is not a playstyle. At best, it's stubbornness; at worst, stupidity.

Wouldn't it be better to have it built-in to open up that slot for a different Summoner?

Flash hasn't been taken 100% of the time, even in pro play; of course I guess you think you're better than they are too. None of the champions would be balanced around having Flash and Ghost+ a 3rd option either.

The number of times where 10/10 pro players have taken Flash far exceeds the number of times where "only" 9/10 pro players (or fewer) have taken Flash. It's taken far closer to 100% of the time than 90% of the time.

Riot doesn't seem to object to nerfing every other summoner spell (possible exception of Ignite), so if one of them becomes a mandatory then it'll get knocked down a peg.
