Could we not? its the most cancerous thing in the game and a nightmare to balance. Imagine a bruiser fiora, who still chunks you because "lawl %hp True damage that my entire kit allows me to constantly proc" and her signature move "Im still doing bullshit %hp true damage, but im also tanky so your entire team needs to focus me while my team destroys your hopes and dreams!"
Seriously, it was bad on Vayne, who at least still builds squish, but this shit on fiora? no thanks.
The issue isn't Fiora's true damage. That stuff is easily avoided by playing smart. The issue is the fact she can go Bruiser, a build Riot tried so damn hard to avoid. They never wanted that, and now they need to find a way to prevent her from building it without ruining her or the Bruiser build path. Though I do mean what I said. While it isn't good, Percent True damage usually comes at the cost of being hard to trigger- Vayne needs three consistent auto attacks, Fiora needs to hit a vital on a moving champion.
on paper %hp true damage solves damage problems, less damage to squishies, more to tanks. WALAH
yet is impossibly unfun to play against, 0 counterplay like every other damage, but not %hp true damage...
And the fact that most champions have %hp true damage are duelers and hyper damage carries anyways so that isn't the problem but adds to it
Have u guys ever seen a full ad fiora (aka the way riot intended). It's absolutely terrifying. Atleast with tank fiora u have some time to do stuff before u die. But that's just my 2 cents.

It's %HP damage in general, not just true damage. List all the champions who do %hp damage followed by how fun they are to play against.
So then what do you do against late game hp stackers?

The solution to her true damage is simple
Nerf base buff scaling in multiplicative way example base % true damage + % based on bonus AD 100 bonus ad is 1% 200 bonus ad gives 2% (3% total bonus based on AD) 300 bonus ad is 4% (7%) 400 bonus ad is 8% (15%)
This means she keeps a low base % true damage but going full AD can mean A LOT of true damage, while going a hybrid of damage and tanky leavers her with noticeably less % hp true damage

%hp true damage is actually a necessary evil. If you didnt have it, tanks would be absolute nightmares to deal with. its the only thing that keeps them inline, however i dont think something like an assasin needs it, it should be something put on a champion that is basically designed to melt tanks and still do subpar against squishies.
Yeah, that's why these champs are so cancerous top-laners these days.
The only real counterplay is to slow their attack speed with abilities or Cold Steel. Shields and Sterak's also absorb the damage pretty well. And I don't mind true damage or %max health damage in themselves, but when Garen or Fiora deal upwards of 60% of my health in True Damage whilst killing me in under 2 seconds when going fulltank is absolutely disgusting.
Seriously, when I'm the villain and Garen kills me from 50% HP with the ult, despite having a crapload of defenses, I just sit back in stupefaction
i love garens villain mechanic. especially in this season where comebacks are almost impossible. its like a second life.
if your bot lane fucks up and feeds the hell out of your enemy, it makes you somewhat stronger. so if you dont suck yourself, you have a chance to carry this shit yourself and to turn it all around.
especially since assassins are popular next to marksmen right now, and he has a good kit to shut them down.
Ward hopping is more 'cancerous' than % true damage. Learn to prioritize.
