The only move restrictions Camille's ult provides is the target can not leave. Allies and enemies can still enter and leave appropriately (after they get knocked back of course)

From what I can read. It is not. Jarvan Ult provides terrain against other people, and Xin Zhao can knock back defensively. They are similar though. Different applications.
