Why do I have to wait?

Double smite is going to become the META, I've been practicing already.

Four might work too; The way the jungle creeps spawn so fast, and stay relevant to their jungler with catch up mechanics, and most fights revolve around baron/dragon ending the game, and the jungler special items you can only buy when you have smite are outweighing the general items, and the constant nerfing to other summoner spells, and the fact that smite slow is more effective than exhaust because it does damage, give you the stolen speed, and is on a faster cooldown,

it's honestly only a surprise it hasn't been revealed yet.

You have to wait because YOU dodged. Yes it sucks when people troll, and that's how it will be untill there's a system to deal with pre-game issues like this.
