every game, he also scripts and VERY obviously. But hey, my team's game was ruined, time was wasted but at least that kid gets to feel "professional" with all his scripts. It's not like Riot would actually punish him in any relevant time.

The chances of you meeting a scripter pre diamond are very low. Scripting is very illegal and results in a very quick perma ban. Because of this you won't even see it until plat or diamond where people are desperate to rank up and will do any means to rank up.
The chances of you seeing a scripter pre high elo are probably 1 out of 100 games
Not just that but Riot recently won a huge law suite against the scripting websites which has eliminated many script users.

At what point are people going to start taking accountability for their own play?
Scripts are fairly rare, especially in low/mid Elo range. Odds of you running into one in any given game is probably around 1-in-5,000 or so. I've seen a handful through the years, but it's one of those things where I can remember each game that I noticed one. Plus, of course, there's always the chance they're on YOUR team. Accusations are a lot more common.
When I used to play FPS style games; original UnrealTournament, UT2k4, CS, TF2, et al, it got to the point where anytime someone killed you people called "hacks". In reality, the odds of someone using one were very low.
Now that we have replay, it would be pretty easy for you to link us the video and prove it. I have a feeling upon watching it we'll discover what the real problem is here. But if you post the evidence and I'm wrong, I'll be the first to apologize.
Lots of players are using scripts. Its known there is a community of scripters that riot simply cannot mass police...they can only do what they can which is why there's the report system. They have to take it one at a time. You can start by report and leaving a note that you are suspicious of that player scripting rather than making some comment on the board that does nothing.
Wow, someone picked a high mobility champ that they main, did damage, and was able to dodge skillshots. I've been accused of scripting with my Rakan. I don't, I've just learned how to use my abilities to dodge dangerous skillshots and capitalize on enemy mistakes.
