How does it work if you're throwing your E (2 shiv dagger) and then turning away? Like you throw your e while the enemy is facing you, but you turn away, does this apply the passive? Or does it apply it if you throw the e, then he turns to run away (facing away from you)?

Shaco's own direction has no bearing on the attack.
And yes, it does apply to E's damage.

it has NOTHING to do with whether or not shaco is facing his target, and everything to do with whether or not shaco is looking at him or away
TIP: If shaco E's you, you can turn to look at it to take less damage
