And it works pretty well. Wind drakes + hunter + 40% item cdr = super low ult CD. Think of champs that has powerful ults, then think of it being up every half minute. Veigar and Cho ults every 25-30s. Nasus with his spammable Q even after removal of shojin. The best part is, the enemy don't expect your ult CD to be off. Naut and his point click aoe ult every half minute. Remember, URF is 80% CDR across all skills, but from the looks of it Riot is pushing us towards that direction with CDR creep. If by some chance we get a special CDR item/rune again in season 10 like Spear of Shojin's effect, we may break the 80% cdr bar from urf.
