To Self Cast Lissandra's ult, I currently have to press ALT+R
Is there a way to change the key bindings from ALT to another key? I'd love to change it to something a little more comfortable, like Tab+ R or Spacebar+R

Yes. Go in game, press escape, roll down the menu until you find "self cast R" and press your key binding of choice.
This will apply the change to your PC though, so if you play another champion and don't want that, you'll need to remove it and put it back for any further Lissandra games.

Personally I like "T" as my "Self quick cast" binding for abilities I need to get on myself in a hurry.
