Riot, can you make a consistent decision on how Hurricane operates?

This is getting pretty confusing. Caitlyn no longer stacks her passive using it and Kennen will no longer stack W using it in 7.13. There are still other champions who do stack it though, like Twisted Fate and Kayle. Can you either rework this item or make a consistent decision?
