How about reinforcing a soft dynamic between these three spells...

If you lengthen the duration of Barrier, it would serve as a good counter to Ignite. Heal would be less effective against Ignite because it's reduced by the wound on Ignite, while Barrier would be technically inferior to Heal because someone with Heal could just run away from the shielded champion temporarily with the Heal MS buff and re-enter combat when their shield wears off with some bonus health from the Heal.
