Wandering Caretaker not observer. Either way, he is supposed to just take care of people hence his title. What is so hard to understand? I mean there are some pretty funny ones and some pretty bad ones that they are funny, but they all suit the character, its just Riot feels like they need to put them on champs for consistency.
