My Idea on replacing Devourer
So with Devourer finally getting some sort of nerf, its still clearly way too good on many champions. And because it being disabled right now it caused a bunch of talk about it should be removed or champions can function perfectly fine without it with Warrior and such I thought of something to replace it.

? It was a pretty awesome item from the Black Market event and the passive was really unique and not broken at all unlike Sated's Passive.
My Idea is to take the passive from Typhoon claws and add it to a jungle item, which would probably require some sort of stacking to acquire but at least it would be a healthier item and scrapping the whole magic damage stacking stuff.
The base stats of the item would be something like this. Building out of

= 150 upgrade cost with both items.
20% Attack speed. ( could bump this up to 25 or 30 maybe )
8% Life steal ( maybe 10% )
and maybe the 4% movement from Typhoon claws or more attack speed.
What this would accomplish is giving Junglers that want to use their on hits that are in their kits quickly with the phantom hit passive which would be the same mechanic in typhoon claws. While also giving them dueling strength with the life steal and attack speed.
Im not really sure if this would be too weak or too strong, but an item to take devourers place and scrap this whole Feral Flare/ On hit magic damaging machine with sated needs to happen. I think it would be nice if there was an attackspeed and life stealing jungle item and still bring a mechanic like phantom hit from Typhoon claws to have a heathy version of fast on hit attacks for champions that use it. I think having the Typhoon passive to make the on hits that certain champions have into short "machine gun" bursts is more unique than "Get 30 stacks, get a bunch of magic damage on hit with a lot of attack speed and abuse on hits because they get doubled and reduced the amount of hits you need to proc."
