Have older struggling champs been forgotten?

I just want to know if some of the older struggling champions in League of Legends have been completely forgotten? Characters like Cho'Gath, Lissandra, Shyvana, Skarner. Have these champs been forgot and just left there with no care, or is Riot actually trying to improve them?

The current 7.12 LoL meta seems to only hovers around a small handful of 20 champions, at the most. While the cast is nearly seven times that. Will there be any work on older champs?

They are working on Cho. Lissandra isnt old. Shyvana just got Reworked. Skarner has been tagged by Riot for no further work in the future.

I am more worried about other chamoions like Xin, Yi, Tryn, etc. These champions need serious reworks since they simply don't have as much stuff in their kit compare to newer champions.
