Yes, by at most 4 ad and 0.50 atksp which all return by level 4. After that they keep increasing ultimately extremely buffing those champs

Lane takes much longer than 4 levels.

Range advantage is the single strongest advantage in the entire game. If both players play to the absolute perfection there's statistically no way for melee champion to win against ranged champion. If both player's play at similar level the same thing happens. Rare cases where melee champion won lane against ranged champion are in majority of cases a results of ranged player making a mistake, not melee player making a good move.

I'm going to skip Jayce since his calculations require other things.

Kennen's AD changes will be a nerf until level 6. The AS change is a nerf at all levels and at all points in the game no matter what, even while under the effects of his new E compared to his old E. Attack speed items are now worse on him in all situations.

Neeko's AD changes will be a nerf until level 8 and not a buff until level 9. The AS changes will be a nerf until level 8. AS items are now worse on her in all situations.

Riot doesn't want melees to have the extra stats needed to win fights by their own or have the sustain or durability to punish them. However Ranged making mistakes is something that should be punishable but I think their needs to be a better ranged VS melee dynamic.
