fiora's passive has no real drawbacks

it may just be me, but i honestly doubt it. the only drawback ive thought of for her passive is that she has to get close-ish to use it, but her q and the ms boost it gives mostly nullify that. it lasts a crazy long time, comes back up in 4 seconds and will do so whether she procs it or not, heals her, deals true damage, and gives her an ms boost. that in combination with her q range, gapcloser, and low cooldown makes for some incredibly uninteractive and toxic gameplay. im not saying as a champion she has no weaknesses or anything but this particular aspect of her kit is just not healthy

Yeah...

I'm not really sure what exactly you meant by this OP. Passives are meant to help champions. Only ones that significantly change the way things work (for instance, Kali hops, Ashe permaslow, Yasuo double crit) have compensation nerfs for the advantage they get from them.

No passive has real drawbacks.

sorry i should have phrased that better. what i meant is that her passive has too much on it. most passives either only give one or two bonuses that by themselves arent too powerful, or they have some kind of drawback or condition such as zac splitting into attackable blobs. fiora's offers a whole lot of advantages but has no conditions or drawbacks that balance it out. fioras passive heals her, grants % max hp true damage, heals her, grants a solid ms boost, can proc with aa's riposte or lunge, has no limit to the number of enemies who can be marked with it at once, lasts 15 seconds, takes only half a second to reveal, and actually only takes 2 seconds after the first disappears to be ready to proc again. it provides poke, sustain, utility, and very strong fighting power. all this and she doesnt even have to go that much out of her way to do it, and with her q navigating around an enemy is a piece of cake. most passives dont need a drawback or condition because they arent strong enough in relation to the rest of the kit to require it, but fiora's has enough power in combination with her kit that it NEEDS to have some kind of condition or drawback to make any sort of interaction present. what i mean when i talk about it being uninteractive is that theres very little you can do about it one way or another to keep her from taking advantage of it. staying away from her until it goes away is ineffective, letting her pop it and trying to fight her wont do much good because its back in 2 seconds, you cant do anything to make it go away yourself. its just not a healthy mechanic in its current state. the only thing that needs changed on her passive imo is that if she doesnt get the proc off it should go on a decent cooldown and maybe give it a shorter duration.

fiora is no where close to over powered. all the champions she counters are way more useful than her. fiora has a huge weakness and that is numbers. if the enemy decides to force a fight on her team mates then she cant do much as he is only good at being focused, her clean up isn't as great as other champions as she is for close quarters. fiora should not be complained about unless you are hashinshin

could you do me a favor and point out where i said fiora as a champion is overpowered?

I think the logic is that it dictates the angle you have to attack from, which some people can exploit. An example would be Poppy with her charge if the vital makes you move between her and a wall.

Fiora 's kit has a lot of synergy, but it can still be dealt with. item 3076

I think having to dance around your enemy to get your damage off is a pretty big drawback

it would be if it werent for the ms boost, her lunge and her riposte, or if it took longer for it to come back up or didnt last as long. its just a combination of too many things that make up for what otherwise would be exploitable weaknesses.
