You may need a bit of help so I decided to give you an idea that may help you.
Sol's entire theme is about stars. That much is obvious. His abilities synergize as well. But I think the one problem is his passive which both is and isn't a useful passive. It's a useful passive because its the main thing about him-his main damage source works off it. No passive, no W. However, the purpose of the passive to give damage is quite useless. So here's my idea that I think will keep Sol in the same spot but make him more appealing.
First, move his passive to his W. Don't just remove it otherwise you remove part of Sol's kit. Just move it to his W so until he decides to level up his W, he'll have no stars revolving around him.
Second, you know that tidbit in his Q? The one that says the longer he stays near his Q the bigger it gets? Well turn THAT into his passive instead. Except apply it to all his abilities (so literally only extend it to his W as well). The longer his stars are active, the bigger they get. Now scale the size of course but I think this is a reasonable fix.
This evens out his risk and reward greatly while also lowering his skill floor. If the enemy wants to not be hit by giant flying stars that slow you, they need to CC Sol. However if something like that happens, I believe his damage on his W will need to be toned back. Not gutted, but backed because currently, even if not fed, a good Sol can still do good amounts of damage on the enemy team.
TL;DR-Move his passive to his W and replace his passive with one that over time, allows his Q and W stars to keep growing the longer they're active. If you don't CC Sol, you eventually get stars to the face.
