HELP: Ctrl Key not sending out Notifcations.

My CTRL key is not sending out cooldown notifications. I assume it's some type of hotkey somewhere but I can't find it. For example: If I ctrl+click flash, it won't send out a notification that it's ready or on cooldown on the message window.
