There is a disproportionate number of heal/shield items...

Relative to the amount of supports that actually take them. With preseason adding another heal/shield item, I feel like there might be too many item options for a comparatively small amount of champions. The only ones that really come to mind are Nami, Janna, and Soraka. Some secondaries include Alistar, Taric, Karma, Lulu, and Ivern but they would rather build tank or straight AP than invest in these items.

Am I alone in this? It just seems kinda weird. I like the items and all but it's not like there's a lot of champs that could really appreciate the heal/shield increase over other items.

Locket used to be a sure purchase regardless of which Support I play.

I say used to because with the removal of the MR aura, it becomes significantly less appealing.

They're also removing the heal from Mikael's Crucible (Active Cleanse, lower cooldown).

The total number of "healing items" remains the same.

Don't forget that Locket will be a lot less appealing for squishies next season.

Well not everything is done to appease the majority. Quite frankly, it's complete nonsense in the first place when there are like 40~ fighters yet there are like 13~ supports; 6~ of which are caster supports/enchanters.

There are around 84~ complete items in this. I think a mere 3 of them being dedicated to healing/shielding is just fine.
