XeriiK1 votesThe point of making you buy the 16 champs is so you always have options in case all the people you own gets banned. if you only own 3 champs you can be completely banned out and that is not something people want to deal with usually. I mean there is the free rotation for people to test but you shouldn't be restricted to them if you get everyone banned out in your champion pool.
