A way to fix the wind drake

Rather than having an out of combat ability on the wind drake, maybe it needs to be a direct combat buff. Unlike the other dragons the wind one is seen as rather useless, so what I'm thinking is to make it an in-combat move speed buff. This would make it sought after to compete with its peers. What I am thinking is similar to the rage passive from phage. After dealing damage to enemy champions gain x/x/x movespeed for 1.5 seconds (or something) this would mean that the team with the wind drake would be much better around fights but not over the top.
