Is Riot aware of how bad the state of ranked is?

It's awful. I sincerely think it's the worst it's been in years. People soft griefing literally every other game. "I don't feel like playing anymore, so Im just gonna split while they take our nexus." People are calling GG 2 minutes into the game and then just AFKing or giving up. Smurfs are running rampant, especially in platinum. Chat devolves into flaming, namecalling, and calls for FFs like 5 minutes in.

I understand that because humans are playing there's always going to be some degree of toxicity, but it's unreal right now. I don'tknow if it's a reflection of the state of the game or what but it's bad.

And...just ban smurfs. Seriously. It's fun for noone else but the smurf.
