Will Kingpin Twitch ever become available again?

I have rediscovered my very first adc.

Back when he was still a hobbly unicycle-riding potato with what might be a crossbow attached. I thought he looked hilarious, but also menacing. His kit only strengthened that feeling. Venom Cask, Ambush... EXPUNGE. I remember reading that shit, how Twitch forced his venom out of his writhing victims in any way shape or form possible. And I said to myself "That's fucking gross, I want to main him."

Blabla aside, Kingpin Twitch is a legacy skin. So by the "ruling", it is not gone forever. HOWEVER. With how incredibly old this skin is (and how hilariously ugly the splash art is), I can imagine Rito wouldn't be too fond of bringing it back from the vault in a normal Legacy sale. Any Rioter or player that can confirm or deny that Kingpin Twitch will be coming back would be greatly appreciated, I love my Gangster Twitch skin but the King of Trash needs a new look.
