Ekko's E damage is not the problem.

Its the fact that not only does your mobility dash/blink deal damage, but it also applies ON HIT AFFECTS. Like seriously I don't think I have seen or heard any Ekko's having problems procing his passive. Not only is it missing clarity such as Braum passive stacks. But Ekko ideally wont go in for a fight unless he can dash and blink in. This will proc his passive, , , E damage and AA damage instantly. The 2 second slow which is 40% and up to 80% won't let you escape his Q and the speed boost will keep him sticking to you if you aren't dead at this point. I was sad to see this is the only touch his E base damage because his ult is also too strong with a bunch of clarity issues.
