Could Galio be a possible Juggernaut?

I feel as though Galio could possible become a possible Juggernaut. He meets many of the requirements rioters have stated Juggernauts must have.

1. He's Immobile being a melee auto attacker and having a hard to land slow.
2. Your e is very underwhelming since its use is a slight source of damage and a mediocre MS buff.
3. With the recent changes to his ult becoming a tank benefits your damage also his ult (if not cancelled) also has the feel of once your caught your done for.
4. Although he isn't necessarily a bad champ he is lacking in some areas compared to other champs like Skarner who is now becoming a Juggernaut.
5. He shines greatly vs AP champs and even with the rise of victor, ahri, brand, and the past AP tank meta he still isn't utilized as he should be.
6. He's a fricken gargoyle shouldn't you be afraid of a giant slow flying beast instead of his current cc him once and your good to go free. Please Riot I for one love Galio and feel he deserves to bring some hard Demacian justice to the field.
