Snares prevent the usage of movement abilities.
However, Jarvan's Q and E are not movement abilities when used separately; movement only occurs when they are combined.
Snares don't prevent either Q or E from being cast, so he can still use his EQ combo.
We could use more counters to CC meta
Because that interaction isn't a dash. It goes through no matter what happens to him while uses the abilities required. Yesterday I died while using the combo with GA and the animation happened whIle I was moving to my standard. Jarvan will move to his standard once he hits it with his Q No matter what, unless he dies.
Snares dont stop dashes already in effect.
If leona presses E, then gets snared, E still goes off. If you snare leona first, she cant move with E.
If your feet are bound, you can still throw a rope and drag yourself.
Why is Tristana and Ezreal able to jump while being pulled by Thresh, Blitz, supressed by Malz, rooted by anything? They can even do their mobility while Grounded if timed right too.
Mechanically, fo the same reason Blitzcrank can pull people while they're snared: it isn't a dash, but a pull (which is the same reason it can interrupt a knock-up or knockback if he fires out the q before they hit but it doesn't hit the flag until he's been cc'ed, while airborne effects usually cancel dashes).
In terms of the game play, because that's the way it was first coded, and the most recent time someone brought it up to the balance/bug team it was decided that it was a cool quirk that enhanced his unique identity and didn't really take away from the game. Much like singed q disappearing, a large number of skillshot-flash interaction (e g. Ahri) and Kha'zix being able to EW.
As such, it will almost definitely be randomly removed some point in the future, mentioned only within the bug fixes, hidden by the massive quantity of skin-specific graphic and audio fixes.
