Where is she suppose to be? Sona and Soraka got their kneecaps shattered the milisecond they step out of botlane. But 
can go where she wants. All she does is just best case for you she deadlocks the lane and no one gets any kills because she's so safe and unfun to fight. If she's a support then put her in bot and break HER knees when she steps out of bot like the others, or if she's a midlaner make her less safe please.
This can be applied to more than just Karma. Many champs do well in "off" roles. She does well in top vs certain match ups just like someone like vayne does well top in certain match ups. Doesnt mean they need to be nerfed.
Karma top is all about the tradeoff. Instead of a hero with a bigger impact spike in the late game like Fiora/Riven/Tryn, you're trading that for a stronger/safer laning phase. Karma is an amazing early game harasser that falls off in the late game, especially when building tanky items. Late game is pretty much just RE shielding the team or RW if you're getting focused. She used to be abused waaaaaay more with Kleptomancy
