Give it an active.
The active makes it fire the secondary bolts at your main target for three shots. While the active is on cooldown its passive is disabled. A kill or assist reduces the current cooldown by half.
Basically a replacement for Sword of the Divine, but for OnHit instead of Crit.
junglerboy164 votesNO. Runaan's isn't weak, it is niche. Get the difference? If you did this, champs that already use it would become stupidly over powered (Kayle, Teemo, Kalista, etc.). Can you imagine a Kayle hitting you for the magic damage of her E+Nashor's Tooth three times per attack? What about Teemo, toxic shot+Nashors three times per attack? Kalista getting 9 stacks of rend in three attacks would give absurd burst. Varus blight stacks maxing out in one shot would give him over 15% max health damage per attack if he popped the mark in between attack!
This doesn't make the item any more appropriate for any other champions, and would only break the champs that already use it.

What about a toggle? along with its regular passive Gusty winds state 1: North Winds - enemies moving towards you are sped up, enemies moving away are slowed down state 2: South Winds - enemies moving towards you are slowed down, enemies moving away are sped up
This would making kiting/chasing much easier, but you could also screw yourself over if you don't pay attention.
