How do you even lane against Vlad?

I'm honestly asking for advice because I really cannot seem to understand? I'm new to top and I had a nightmare of a game against vlad. I was tower-dived by an untargetable red blob coming at me full force and even after he was hit by a few turret shots after, he giga-drained my poor soul and left healthy and 300 gold richer. Also, for the life of me, I can't distinguish his ult from his e. I swear, even if I'm laser focused, I still have trouble separating the two.

So what do you do?
