What is with low ELO people never buying boots?

Like it'll be 40 minutes in and they are sitting on 4-5 items and still not even tier 1 boots... lol It pains me every time I see it, especially when playing a champion with already no mobility.

Like I never rush boots and generally sit on tier 1 boots a lot, but you have to realize you need them eventually unless you are Cass or a very manly pantheon stacking long swords.

I say this simply because I been adding friends on LoL who are bronze-silver and look at their match history and never see them build boots on Warwick, Cho'gath, and this one game as freaking kog'maw.

I have never seen people not buy boots. And I play with silvers and bronze all the time.

You have to assume that since you're in a lower elo, and that people don't know whats the right build path. Some want raw stats that will help them in combat without realizing they don't even have tier 2 boots.

My experience was that I prioritized boots too much. My old builds had boots done VERY quickly, before finishing other items. I also used move speed runes a lot. As you get better, you learn positioning better, and the boots become less relevant during the early minutes of the game.

Because all the people at the lower end want Jordans, not boots. If Rito changed the name I bet like 99.9% would buy.

You are far below "low elo" if you are constantly seeing people who do not buy boots. I'm by no means high elo, and the only times I have seen a lack of boots are very very late game where some people on some champs got rid of their boots for another 6th item.
