Lucian Rework/Idea to make him better.

Now this is for you lucian QQ threads. I have a simple way to make Lucian balanced while keeping him in the game.

Make all of his abilities on high mana costs to compensate for his high damage output. For example Piercing Lights Regular Mana 50/55/60/65/70 A 5 mana boost for every level right? Well now we're letting keep his damage, but made him have higher mana costs so now he has to be careful what skills he is using. 60/65/70/80/100 This will make Lucian players build a more mana based build or be careful with what they use early game and later.

Need more nerfs? Well then my friend, I know about Essence Reaver! You're challenging me you say? Well then. CHALLENGE ACCEPTED. Lightslinger will shoot two bullets like normal, but will deal 25% less damage, so 25% second hit, HOWEVER. His second shot will always reset the cooldown of all of his abilities by 1 second.

However, the fun part begins. Lucian will have lower base health, 400 (60) making him have less health and such. His movement speed will go down to 320 to compensate for his crazy mobility. Armor 15 (2.4)

How will this effect him? Lucian players have to be much more reliant on their skills and have essence reaver as a main item. However, they will have less armor and health and movement speed. To compensate, Lucian players have more mobility with their abilities. In essence, Lucian depends more on his autos and can't duel well unless he gets murdered.

And then they just get a Essence Reaver and goes back to being broken.

Lucian will always be overpowered so long as his Passive applies onhits.

incorrect, it's not the on-hits part that's what's so overpowered; Lucian will always be overpowered so long as he has a ranged version of Riven's level 18 passive at level 1 (Riven's starts at just 20% damage at level 1 and only scales up to 50% late in the game when her melee range seriously restricts her passive's use, unlike Lucian's which is 50% right from the start and is perfectly usable at all stages of the game thanks to the benefit of range).

Now it's true that it applying on-hits twice isn't helping his balance, nor is it helping that his passive also can crit on the bonus damage and affect towers with the bonus damage (all of which RIven's can't do either), but the primary thing making his passive (and him in general) overpowered is the ridiculous ratio his passive has attached to it.

What needs to happen is his passive ratio has to both scale by level AND get its peak reduced... even lategame 50% is way too high for him to have while being afforded the luxury of range. His passive should start at 15% and scale up to about 35% at level 18, still applying on-hits twice/critting/affecting towers (all of which will be much more tolerable when the damage is so much lower).

Honestly only the first shot (or second) of his passive should apply onhits. Being able to apply two-BoRK empowered shots that fast, that often is a giant "Fuck you" to tanks. 16% max health gone every time Lucian casts a spell. See the problem?

Current% health, very much different than max.

I do think using the Riven example isn't a good idea though. People tend to forget that Riven can proc her passive 3 times with her Q alone, and the fact that she's manaless means she can proc it with less repercusions.

Except Lucian has the luxury of range, Riven wants to use those passive procs of hers, she's gotta get into the thick of the fray.

I coulda sworn Bork was % max. Either way, a double % current health proc is still way too strong, coupled with Lucian's already high-damaging skills. It makes him a nightmare.

Meanwhile poor Varus sitting in the land of unviable ADC's.

The active is %max. If it was on the passive, it would be broken beyond belief. And to Riven's credit, she IS incredibly mobile.

That aside, maybe its just me, but I think Luc's not in a bad place. Sure, he's good at a lot of things. But he's also not close to being the best at anything. Mobility? Nope, Ezreal takes that one. Lane dominance? That's Caitlyn's niche. Burst? Graves still holds the title, actually. Tower taking? Jinx takes the cake. Wave clearing? You won't find better than Sivir. Wombo Combos? Its what MF is known for. Tank slaying? Vayne's on the case. Super late game beast? Give Kog a spin. The closest adc to an assassin? Twich is your rat. A long-range/less damage/more cc version of Vayne? Varus is worth the effort. A pain in the ass to kill? Tristana's is everyone's favorite to hate.

Mh, Ezreal may have a blink, but that's on a long as hell cooldown. Lucian can dash way, way more often then Ezreal can blink, so it's a toss up there.

Also I like how Draven isn't on that list, despite his absolutely monstrous damage.

Lucian's got something from alot of ADC's, and all that stuff makes him crowd out alot of choices.

He's got the mobility of Ezreal/Vayne, the (theoretical) attack speed of tristana, the burst of a graves, the movespeed steroid of MF....

I think his passive just needs a little tuning and he'll be in a perfect place, because honestly it's his passive that is the most broken thing about him.

And Varus needs a new passive, I swear.

Yeah I think I forgot Draven and Corki. Ah well...

Do note that Ezreal is constantly lowering his cooldowns with his Q though. And it affects everything, not just one spell. And like I said, Luc is a jack-of-all He's popular because he's easy to use and he has a bit of everything. Its the classic 'generalist vs specialist' debate. And Varus needs some serious love yeah.

Hm. Normally jack-of-all's are supposed to be weaker then the specialists :p

I wouldn't say ez has highest mobility. Lucian wins that one by a long shot he has a move speed steroid a short dash and his ultimate allows him to essentially auto while moving however he has a shorter auto range then most marksmen and has to get in the fray to get his damage rolling. ez on the other hand has super long range with his q and also has that blink. he is not the most mobile but rather the safest it just seems like he is mobile cause its hard to get to him and when you do he blinks away.

A) Lucian can proc his passive almost as frequently as Riven can because of his low cooldowns and cooldown refreshing on E (without cdr, Lucian can pull off 30 procs per minute on normal abilities to Riven's 35. He closes that gap as his cdr goes up), and can actually use those passive procs more readily than Riven thanks to his range.

B) Lucian's manacosts are a joke, most melees would get wet at the prospect of having his level of mana costs, even after the recent nerf/lovetap, especially since those costs on average go DOWN as the game progresses (unlike just about every melee and indeed every mana-using champ in general, whose costs go up as the game progresses).

Actually, in truth the manacosts of ADcs in general tend to be a joke; the class that is the most capable of contributing without the use of their abilities inexplicably gets some of the lowest costs in the game... it's completely backwards. ADcs have the best tools for fighting without their abilities, they SHOULD have the greatest mana constraints in the game.

You use "however" too much and in a grammatically incorrect way, that is my only gripe. the base stat nerds are unneeded imo, and the mana nerfs ought to be spread out over his whole kit. It won't fix anything to add a crazy high mana cost to the ability he maxes last, because basically he will just avoid using it. The main issue is that his dash scales down in mana cost (whose bright idea was that Riot?) it makes him get unfairly strong, since he will never be oom when it comes to his most important mobility spell.
