Mitigating Loses due to DC

I think it would be fair to incorporate percentage of game disconnects/leaving into match making. Historically over the last 4 years +/- 35% of my loses are from players disconnecting. I understand that 'in theory' if you play enough games it should balance out. It doesn't seem to be the case with my stats. i just don't think it should be left alone to luck to balance it.

In four years I've DC'd maybe 5 times in over 6000 games.

I would like to be grouped with other players of the same quality of connectivity so everyone can enjoy a game win or lose.

Easy to abuse. If there was a way to mitigate a loss mid game, people would game the system so hard. Either groups always take a scape goat off account used as a throwaway DC is a game is not going their way, or solo players will scream and rage at a player of choice in an attempt to get them to quit (or someone gets a sense of false nobility by leaving games justifying that he's helping everybody).

If people are leaving many games now (in which punishment is severe for everyone), imagine how many more people would start leaving games if they made it even a little less severe. Hate to say it, but how things are now is the lesser of the two evils.
