How about you would change the vision system? With the current vision system, Eve cannot be allowed to become viable. Her stealth has no counterplay in the end and her passive is so broken, that you had to nerf every of her base skills like crazy to keep her in check. You basically have to gut her everytime she is becoming strong again and that is a bad design of balance. If you would change the vision system (MANDRAKE WARD!!), you could buff her base skills up and make her an assasin again. Because right now all she is is a walking passive. She can't be an assasin in the current vision system, it would be too broken. Everything about Eve is balanced around her passive which is just silly, sorry. You guys even said it yourself. Nerfing her everytime she becomes good again is an unhealthy approach to balance her out. We wan't Evelynn to be an assasin, yes a stealth assasin, but with counterplay. I think I can speak on behalf of any Eve main here, heck I can speak on behalf of this entire community. Healthy vision system which has a clear counterpath to stealth champs - stealth champs could be tweaked to fit in - boom, perfect.
