Hextech GLP-800 Adjustments

GLP doesn't seem terribly popular. I was wondering if getting some of that health back on the item could help it be a bit better and also make it appealing to front line mages like Divers or Battle Mages. It's price would need to be increased to keep the gold efficiency from being too high. People who want to get close and like the catching potential that the item promises. This is better i think than just a strait damage buff or other change.

Stats: Cost: 3400 +80 Ability power +250 Health +500 Mana +10% CDR Unique Passive-Haste: This Item gains an additional 10% CDR Unique Active-Frost Bolt: After a small delay, fires a spray of five icy bolts in a cone that deal 75 - 150 (based on level) (+ 20% AP) magic damage and Slow icon slow by 40%, decaying over 1 second, to the first units hit (40 second cooldown, shared with other Hextech items).

Honestly the killer was the removal of catalyst from the recipe. The only champ that actually bought GLP was the dragon boi AurelionSol , but after the changes nobody buys it. Catalyst is also the reason why ROA was GLP's competitor. It gave more health and more mana than GLP did, but GLP brought the active slow to the table, which ROA couldn't offer.
