Skarner's Fracture deals 305 damage for 55 mana.
Is it just me or is this mana-efficient and easy-to-achieve damage for Skarner OP?
It even has internal CDR.

It is being hotfix nerfed I believe. I prefer it to his old fracture that only had points put in it because you had no other choice but yeah it is strong. That is why it is your first max spell right now.
it's only broken if you look at it in a vacuum. compare it to pre-rework scarier and he had the free stun+damage much more readily available on a lower cooldown with 0 mana cost.
I don't know why they bothered to drop its mana cost when he frequently regenerates a ton of mana moving through his zones.
