Ezreal's Q should give a stack on Rageblade

I won't comment on design, but in terms of mechanics, it shouldn't. Guinsoo stacking is an on-attack effect rather than on-hit effect.

If I were to hazard a guess as to why, I would say it was to avoid having Ezreal, MF, and WW use the item.

Ezreal's Q always counted that way for Sheen, BoRK etc. so it is strange it wouldn't for Rageblade.

no they don't. ranged champions shouldn't get buffs on the item. get runnans. thats your version of it.
