Honestly, the only thing that needs changing is his W. However, here is a shot at Garen.

Passive: Same

Q: Change it to a skill shot, similar to Yasuo's Q. Give it a slightly wider hit box, but a slightly shorter one. Same cool down as Garen's current Q. Applies on hits to the first target struck only. This way, he cannot do a 3 man Q crit one shots. Garen silences everyone struck by it, but it scales with the distance away from Garen. Upon using Q, gain the usual speed boost. No longer removes slows.

W: Keeps the stacking passive. Looking at the trend of Poppy , Warwick , Galio , and comparing it to the passive on item 3111 ( reduces the duration of stuns, slows, taunts, fears, silences, blinds, polymorphs, and immobilizes by 30%), the W active will now be an AOE Polymorph. It is literally the same as WW and Galio, but a polymorph. Garen is slowed while he is channeling the ability. Garen cannot cast E while his W is channeling, but he can cast other actives and abilities. The damage reduction is applied at the end of the channel, after a successful Poly Morph.

E: Same. Removes Slows for only the very first second. Cancelling spin early puts it on a shorter cool down, in addition to reducing its cooldown by its remaining duration, if no target was struck by the spin.

R: Same. For every Villain killed by Garen's ultimate, the entire team receives an additional 1% damage reduction near Garen in a 400 radius of him. This damage reduction is multiplicative of course.

Remarks: Passive: There is a lot of ideas floating around for this one where he should have it in combat. I chose to leave it out, although they are interesting ideas.

Q: His Q has a really long cast time, but it also brings him slightly closer to his target on live. I got rid of that completely. I moved the slow removal from Q to E because his W slows him now for the active, and I allowed him to cast Q, not E, during the channel. That way, he does not remove the self slow with Q.

W: This ability is what will separate the Garen players. It will still keep him easy in low elo, but also give him some required skill in high elo. I opted to keep the stacking passive because Juggernauts want to build HP. Garen has low base armor for a Juggernaut. So unless Riot wants to give him the same armor scaling as Darius, then the current stacking should stay.

E: Garen's signature move. I removed the ability to cast E while W is channeling to give Garen a higher skill cap. You can press E, and then channel, but the poly morph duration will be massively reduced. So lets say that you use your E for 1 second, then cancel it, while hitting no target. Then at a 9 second cooldown, which is reduced to 7 seconds, it will now be reduced to 3.5 seconds. This makes it ideal to remove slows and then have your spin back up shortly. It also adds a window where the enemy can now engage on him.

R: Very satisfying execute. The additional damage reduction is to reinforce the defensive identity of Garen. Garen will probably only kill 3-5 villains per game, at most, with his ultimate. So that is 3-5% damage reduction. Can be changed to physical or magic damage reduction, if needed.

why are we giving Garen o all champs a polymorph? And an AoE one at that?

You are giving a juggernaut AoE on his utility (which is really strong, Silences are great), and even more AoE hard CC?

This will only turn him into a warden.

Holy fucking shit, just read the R. You really are going to turn him into a warden...

Also: Get rid of the even shorter CD if his E doesn't hit anything, he's a juggernaut, if his E doesn't hit he fucked up, why should he be compensated for it? For example, if I juke your E with my W+E as Riven, I'm gonna wait out your E and then go back in to fuck you up. Why the hell should your E be up again? A better change would be ~50% CD reduction if all ticks hit, so he gets more DPS if he manages to stick (against tanks).

i dont like it.

this is like trying to turn garen into a warden. the q and w changes are just straight nerfs, despite the mini aoe silence. while the idea is interesting, realistically he would never hit more than 2 people at once with this. even that would be a rare occurance.

especially since you even want the cast range to be shorter than yasuos q, and nerf the silence duration even further depending on range.

so basically for a rare 2 man silence, in 90% of the cases this would do nothing but remove reliability from his q, with less reliable silence durations, while removing the slow cleanse.

youre basically dumpstering most of his kit for a minor gimmick. even the situational payoff is way too small.

i wouldnt be opposed to larger changes of his q, and even turning it into a skillshot, but there needs to be enough of a payoff.

the thing is, there is no need to make too many tradeoffs at all. considering his current state, he needs some pretty massive buffs overall to be viable anywhere upwards d5 anyways.

What is Garen's problem that warrants a rework?

You say his W but it has great value for him: a means of getting built armor and magic resist and a on-use % damage reduction; % damage reduction is huge as it ignores all armor or magic penetration.

Also your proposed W change does not in any way fit Garen's lore.
