So both these champs are fairly similar in a sense that they are low mobility mages, but also diferent. I understand both can be played mid/top but swain is a bit stronger top than Viktor. My main questions are:

Sacred Curse2 votesThe answer to your question, right now it is most definitely Victor in all the respects you have mentioned because swain as of right now is probably among the worst champions in league if not the absolute worst since patch 6.9, where as Victor has benefited from the changes the patch brought.
Having said this take this with a grain of salt because Swain will be receiving a Hot fix buff scheduled for this Monday and in addition will be receiving further changes 2 weeks from now in patch 6.10.
So in the long run your question is impossible to answer, in the short run(right now) it is Victor no question about it.
Side note: don't look at what champions are objectively better or worse, it is often the case that each champion has a specific set of situations in game that truly allow them to shine(and there are a massive amount of different situations possible in this game, which is great!).
