Can there AP on hit affect be reduced by Magic Resistance? I don't know if I should use this on some champions such as Rengar, or Xin Zhao etc...

All magic damage, regardless of source, gets reduced by Magic Resist.
Skirmisher's Saber is the only damage not affected by MR, as it is True Damage.
If it's Physical, it gets reduced by Armor. If it's Magic, it gets reduced by Magic Resist. If it's True, it does not get reduced.
This is the rule. Note that I did not say there are no exceptions, all of you who want to point out that laser turrets are throwing that shit out of line.
Yes, it can. That being said, Wit's End does reduce their MR when you attack them.
