If not, this player is obviously boosted and I'd like him to be looked into. No way this is a high gold/plat caliber player.
Throughout the first 10minutes of the game, he's used THREE abilities. And those consisted of only pressing w. After he dies and I question him then giving up the game due to blatant, or at least what seemed like, trolling he goes on to say, "Toxic Draven players. I've done nothing wrong".

Nah. Doesnt look like trolling. Just bad decisionmaking. And no, it doesnt even REMOTELY look like he is "obviously boosted". You have to watch him in many games to determine that. Perhaps he was lagging. Or getting BJ under table. Or he had family pestering him so he couldnt play. There are hundreds of factors. Also reason he didnt use abilities is cuz he knows Morgana will black shield it so its waste of mana.

That's definitely not trolling/inting, that's just playing bad. But I doubt that's enough to prove he's boosted, and even if he is, that's not a reason for calling him that and giving up on the game.
Also, everyone can have a terrible game and still be ranked super high. Rank isn't a measure of how well you can play any individual game, it's measure of how consistent you can be over the course of several dozens games.

As I'm currently hardstuck in G3, tbh this looks tame to what I've seen in my games.
I had a high platinum velkoz mid die trying to 1v1 dragon while we were (me as jg and our bot lane) racing to get the first tower bot after a succesfull gank by me on bot lane, and a succesfull gank by enemy mid on our top. The dude even blew his barrier trying to kill the dragon and he died, when any sane human being could have realized to just go bot and help us get tower before they could top, then we could ALL get dragon for free after.
Expectations are MIA in league. Fairly certain 95% of playerbase is actually fish.
Hes not trolling or inting, he propably wanted to check that bush or ward it....why would he do it this way? Who knows. Maybe hes just stupid. But its not even close to trolling nor inting.
Honestly the only thing I saw was the draven missed 3-5 autos by sitting there doing nothing. Biggest troll of all.
