If Eve's Ult lost its damage-

-but instead got a cooldown more on par certain other champions with spammy shields who won't be named would that be a net buff or a net nerf to her?

It would mean her opening salvo would get a little weaker, however her ability to move in and out of combat would be improved. It would also give her access to reliable CC for her ganks (with the downside of less burst).

That would be a nerf. She's a champion that needs to deal damage but doesn't deal enough damage for her to fight anyone on an even footing. She needs that big burst of damage to create some proper gank opportunities.

Would it be workable, then, if the damage on her Q and E got bumped up a bit?

Her Ult just feels so underwhelming for what it does. If it were underwhelming on a 12 second cooldown then at least it would be consistently underwhelming.

Bumping her damage without an ult buffs her dueling potential. If you have a champion that is unchase-able, undetectable, and also outduels you, then we have a big problem. For Eve's stealth to work without being OP, she needs to need to use it to get into fights that are already in her advantage.

I think a better tradeoff would be to lower her ult cooldown but making it a Point-blank AoE around her so she needs to run all the way in before using it instead of just casting it from the very instant she becomes visible.

That could potentially work, too.

Or even make it a single-target melee skill.

The reason Riot changed Eve's Ult from max HP damage to current HP damage is because they didn't want her to be able to kill things outside of melee range. Turning her Ult into a single target slow/nuke with a shield on the side would be a boon to her Assassination potential, but a bit of a nerf to her Initiation power. It would also give people time to actually react to her instead of just getting whomped with a massive slow out of stealth.

The funny thing about eve is unless you have enough ap to make her ulti deal 100% current health(which isnt possible) You will never kill somebody with just her ulti.. lol

Even with the shielding it gives now, League of Bursts still doesn't quite cut it so I'd say nerf.
