About the upcoming Rylai nerf...

Well I get that it's technically not that "nerf" since it's getting cheaper & its effect is still cost effective.

BUT as a main user, I feel like this is a teeny tiny nerf for Brand.

I play around High Gold ~ Low Diamond level in Korean server currently, and with just 20% slow cannot land almost any of his skill shots to enemy champions (A very nice example would be Ryze).

... as I'm writing this, I can KINDA see that there is a small possibility that this Rylai nerf will be bearable. I'm just worried about one of my most 3 champions. I guess Rylai gets a lot cheaper so it's not THAT bad.
