Why is devourer still the only jungle enchant which you build up?

It's just weird to me that riot hasn't done something similar with the other ones

It's still the only thing which you get increasing power for kills and farming outside of the actual gold you spend.

Like where's the stacking CDR on item 1402 for large monster/champ kills

The stacking lifesteal on item 1400 for large monster/champ kills

The stacking health on item 1401 for large monster/champ kills

or better question, why is it that AD champions get 2 options, while AP and tanks still only have 1?

Needing to power up devourer is a weakness, not a strength.

Because you get Devourer/runic echoes when you want to gank a lot, for the early power spike compared to devourer. Adding a stacking mechanic would make the jungles want to farm more than gank, which wouldn't be great. You get cinderhulk on tanks, who normally don't have great clear, and are strong at skirmishes and teamfighting. You don't want them farming off at raptors when there's a fight mid, anymore than people do when they have strength of ages.

Technically you do need to build up cinder hulk.

Warrior and runic echoes are designed for champions that need to activate right away to be effective junglers. It'd make no sense to make a jungler who needs to make their early game count an item that would defeat their early game.

theres 1 for AD, 1 for AS, 1 for AP and 1 for HP, stacking health when you already get percent health is an absurd idea, they all have 1 base stat with an additional stat, % health, MS, CDR, and magic dmg. The only reason the magic damage stacks is because it is hilariously worse early on than the other three by far, requiring it to get better later on.

i think it should be the other way around, to design devourer to be without stacking mechanics, or at least with time like item 3027
