Bard heal should snare opponents when directly cast on them.

Bards issue right now is lack of combat utility. He has 2 spells that have almost no combat utility, and 2 relatively hard to use other spells. Giving him a targetable snare when he casts his heal on enemies directly would really fix the champion and put him in a playable state.

Also, it would help a ton with lining up his Q. It doesn't need to be a huge morgana snare but maybe 1s scaling up to 1.5s with levels or something would be really nice and help him a ton. He's just not threatening right now and needs something to be more of a force in bot lane. As is now, his heal is almost pointless in combat because of how weak it is if you don't charge it up. SInce it positively affects teammate mobility, having it negatively affect enemy mobility would be pretty intuitive. It would also help with his roaming gank design that he was supposed to have (but doesn't do well because his ganks are awful).

I don't think it should be a snare, but I feel it should have something to damage the opponent who steps on it. If it heals a fellow teammate it should poison or do some sort of damage over time.

They should let him put his heal on turrets to blow them up too

Id say make his heal be able to cast on enemies lower to their resistances slightly or mark them increasing his Q dmg on them and increase dmg from other sources for like 1.5 secs. this would allow him to help in trades.

Not a snare.

Enemy champions who step on the shrines will destroy it, gaining a debuff that grants allied champions running away from them 20% bonus movement speed, that lasts up to 10 seconds based on how long the shrine had been charging.
