Balance idea to solve BPS damage problems on ADC without making them weak

I think everyone had enough of the spam posts about ADC's being broken, either you are an adc main or you are someone who had enough of the unfair strength.
On my opinion the biggest problem Lies in BPS(BURST PER SECOND) damage.
Crit stat gives the burst, attack speed makes it spammable. ADC itemisation is overloaded compared to every other class in the game.
The answer is simple. Separate the 2 stats from each other. If you are going to build for high damage crit you should not be able to spam or at least not from 1 broken item.
Now before the ADC mains downvote me to oblivion. Of course if you remove attack speed from crit items, you need to compensate with other stat and this is namely AD. (not useless CD reduction like it was with AP items :P) .
Few years ago Riot made it that if you wanted high damage on mages then you did not have high cooldown reduction. This is not the case with ADC's you have high damage with high cooldown(attack speed is the cooldown of the adc main damage output).
So far you may say I just want ADC's to be nerfed which is true in a sense but I dont want them to be dumpstered like mages were. Introducing new items which either boosts attack speed even more then before, or making crits much more stronger when you dont have attack speed but you are a high threat either way.

he is my favourite ADC in the game. He does not have high attack speed but he hits hard . Overall he is perfect.
Final note. We need much more item choice in the game for every class. Every time a new item is introduced an old 1 is deleted. Its much more fun when you have more to choose from.
