There is nothing you can do to him, he will endlessly harass you under tower, you're FORCED to pick a ranged and even then you're spending the ENITRE laning phase eating the attacks from his soldiers. Tried to jump on him? the E is ALWAYS up. His E isn't up? cool he ulted and moved his soldiers. Avoiding him? NOPE Q>E.

I have to keep him on permaban if i want to ever win or have fun.

EDIT: 2 games in a row where azir pushed the ENTIRE lane within 6 minutes.
