New Champions in Ranked

I want to propose that new champions should not be allowed to be played in Ranked for a set period of time after being released. If not, something that helps to ease introducing a new champion into ranked queues. It is clear by just looking at the https://champion.gg/ front page, that throwing a new champion into ranked games surely is not healthy for the win rates of the people in the game with them. The only times I have won with a Taliyah in my game is when they were getting carried. I am not 100% if the champion is just underpowered or if the champion is just a high skill cap champion that is hard for people to pick up quickly. Regardless, I, and many others, should not have to have dead-weight on our teams just because someone wanted to lock a freshly released champion in ranked.

I also realize that this is similar to people locking in a champion that they have never played before. This is because it literally is pretty much the same thing. Whatever the solution to one problem is, the same solution would work as well as a solution to the other.
