Some insight from a Dominion Koggy main
'What's a Dominion?'
Glad you asked, my hypothetical inquirer! Dominion is League's under-utilized PvP map that eschews minion and monster farming in favor constant ganks and skirmishes. Oh, and champion kills only give 100 gold. This means that champions are all on more or less equal footing and the frequency of pitched conflict is much higher. From a balance standpoint, this is really handy since it gives you a good feel for the raw power of champions without having to work your way through the 'how fed are they?' filter.
So. Kog.
He's really really really really really really strong on Dominion right now. In fact, I would go so far to say he's as strong on Dominion as he is weak on Summoner's Rift.
What does that mean?
It means, given equal footing and one solid item under his belt, Kog absolutely destroys most of the cast. Problem is, he's never ever ever ever on equal footing over on Rift unless his lane opponents messed up pretty significantly. When combined with Dominion's lack of snowballing (the new bounty system created yet another anti-snowball release valve on the map) he's able to stick around long enough to start contributing to his team well before the game is over. And believe me, games of Dominion are never over until you're staring at the Defeat screen.
How to translate that strength over to Summoner's Rift without just buffing the hell out of Koggy?
I... don't know. Base damage and bonus AD scaling only on his W might help so he hits a little harder before several items are done. Extra auto-attack range vs minions would let him farm safely instead of being forced to use his W or risk getting burst down to farm. I'm sure there's some way to pull it off, but mostly I'm just wanting to tell Riot to exercise caution with any Koggy changes they make. Because he's crazy powerful right now, but the underlying design of Rift is preventing him from unlocking that power. Push him too far with raw statistical buffs and he's going to make Graves look tame by contrast.
