Why would new Poppy be a good support?

I'm a support main and I like playing poppy in games that my friends and are playing for fun but she's honestly not a good support now. People are saying the new rework will be a high tier support but I'm not seeing even though I'd love to... She's got more cc and good free tank stats but all of her abilities (except her w) scale with ad which is not good for a full tank and even worse for a tank support. Plus she'd have to go crazy all in to do anything during laning phase. I really wanna see her be able to be a good-ish support but I'm thinking she'll stay as much of an off-meta support as she is now...

She is a good support as a tank CD-R support vs dash based enemies

So enemy has a yas mid vayne and Leona not with a lee jungle?

Poppy can keep your adc safe quite well

No dashes aloud, a punt ult and a single target nock back

Add in her slow and general tankeness and she makes a decent support. AS A COUNTER PICK based on their team

Dont think of it that way. Her AD Scalings are pretty much horrible while her base damages are crazy. Also she has better peel than Braum and Alistar combined, so she fits incredibly well into a Juggermaw-esque teamcomp.
