If blood is being censored, is Vlad just gonna be a blur?
Just curious what is the reason that there is allowed to gameplay blood (I.e. Vladimir and the other blood effects in game) but blood is being censored from the splash arts?

Because censorship as a whole is a flawed concept and anyone who actually tries to implement it is pretty dumb. Unfortunately Riot doesn't have much of a choice now that they've sold their soul to Tencent.

Global Appropriateness- A big thing for us is that all players are able to, well, play League of Legends. Increasing the rating in a region could cause a large amount of players to be unable to play. Yes, this does mean removing references to smoking for certain regions (such as Russia, and Turkey). This also means avoiding overly bloody or overly sexual images as well. This is not something done solely for Tencent- all players in all regions are the target here.
Overly is the key word. Vlad's the blood mage; you kinda can't stop that being about blood, but as long as the walls aren't painted red things should be fine. In other areas, say Stinger Akali's splash, the blood doesn't add or detract much, and isn't necessarily needed.
