If blood is being censored, is Vlad just gonna be a blur?

Just curious what is the reason that there is allowed to gameplay blood (I.e. Vladimir and the other blood effects in game) but blood is being censored from the splash arts?

Because censorship as a whole is a flawed concept and anyone who actually tries to implement it is pretty dumb. Unfortunately Riot doesn't have much of a choice now that they've sold their soul to Tencent.

Except Tencent has absolutely nothing to do with the blood censorship. It was done because of Korean laws, where due to using your SSN to log in, ratings are much more strictly enforced

Except im not living in korea. My server is not in korea. So why the hell is Korea dictating my game and region and country with their laws?

I understand globalization. I don't think that means one countries laws should supersede the game's choices in places that should otherwise not be effected by its jurisdiction. Censoring blood in korea is fine for korea. Why destroy the game with censorship OUTSIDE of korea for koreas sake? Blood is as natural as air. So then if blood gets censored today whats going to be next tomorrow? Censorship like this is unnecessary and just leads to even more unnecessary censorship in a domino effect.

Yesterday it was graves cigar. Today it's blood. Tomorrow will it be sharp objects? Guns? Boobs?

Because they are trying to have one splashart for all regions. If certain ones cause conflicts, such as ones with blood, they'll differ to an alternative without it.

probably because they don't want them to be able to download the splash arts that weren't meant for their region simply by changing the regional setting on their client/launcher.

It's not. Riot could easily NOT deal with any restrictions from Korea But then they couldn't host their game there and loose out on a massive market. Sure you could argue "different game/art for different regions" but I'll leave the explanation up to Scarizard. if thats tldr, it boils down to "have to make 2 versions of most content, which slows down production"

Blood is a Korean issue. Smoking an issue in some Western countries.

It's all regions combined really.

Are you kidding me? Maybe you're thinking Tencent is the source of the problems because they now own all of riot's stock as of December 2015. But Tencent has held majority share in the company since 2011! Unless they just RANDOMLY decided to start enforcing their own policies 5 years AFTER the fact, it's not the distant, un-involved parent company thats changed things.

Censorship is a super healthy part of society... and it actually doesn't apply in this case.

Riot is choosing this as a way to help their game expand and remain consistent across regions. It's fine. They are a private company, and no governmental agency is coercing them to do this. It doesn't fall under "censorship" in that sense.

Global Appropriateness- A big thing for us is that all players are able to, well, play League of Legends. Increasing the rating in a region could cause a large amount of players to be unable to play. Yes, this does mean removing references to smoking for certain regions (such as Russia, and Turkey). This also means avoiding overly bloody or overly sexual images as well. This is not something done solely for Tencent- all players in all regions are the target here.

Overly is the key word. Vlad's the blood mage; you kinda can't stop that being about blood, but as long as the walls aren't painted red things should be fine. In other areas, say Stinger Akali's splash, the blood doesn't add or detract much, and isn't necessarily needed.
